Throughout the year, APTA's regulatory staff will provide regular updates on federal rulemaking impacting policy and payment for both outpatient providers (Medicare Physician Fee Schedule) and institutional, post-acute care providers (home health agencies, skilled nursing facilities, inpatient rehabilitation facilities, and long-term care hospitals). APTA will cover both proposed and final rules, and may address other nonrecurring federal rules that impact physical therapists.
And on the commercial payer front, you’ll receive regular roundups of significant updates to private payer policies, including changes at both national and regional levels.

Her specialties include integrated care delivery models, post-acute care, and long-term care. A board-certified clinical specialist in geriatric physical therapy, she has lectured and written many articles on topics related to physical therapy and the older adult. She has spent the majority of her career in post-acute care and long-term care settings and has more than 36 years of experience as a physical therapist. Her professional activities include serving as a member of the National Quality Partnership Opioid Stewardship Steering Committee, co-leader of the NQF Opioid Stewardship Member Workgroup, APTA appointee to the NDHI Opioid Crisis Workgroup, APTA appointee to the National Quality Partnership Opioid Stewardship Action Team, Member of the Centers for Medicare and Medicaid Services’ Technical Expert Panel for Skilled Nursing Alternative Payment Systems, Appointee to the National Quality Forum (NQF) for Long Term Care Quality Measures, Member of the Steering Committee for NQF's National Voluntary Consensus Standards for Nursing Home Project, and representative of the Coalition of Rehab Therapy Organizations’ Joint Commission’s Long Term Care Professional and Technical Advisory Committee.

Wanda K. Evans, PT, DPT, MHS, is a senior payment specialist at APTA. Her responsibilities include communicating with members and insurers on inquiries regarding third-party, billing, CPT coding, and payment policies; providing resources in policy development; monitoring trends; and assisting in association efforts to advance payment policies. She remains a treating clinician in the outpatient setting. Before joining APTA, she was the clinical documentation and utilization review coordinator for Medstar National Rehabilitation Hospital Network. Prior to that she was the supervisor of physical therapist and occupational therapist services for Kaiser Permanente Mid Atlantic. She has been an APTA member since she was a student. She received her bachelor of physical therapy and doctor of physical therapy degrees from Howard University, and a master of health science degree in orthopedic and sports physical therapy from the University of Indianapolis. She also is a certified kinesio taping practitioner.

Rachel advocates to federal regulators on policy issues that affect the physical therapy profession. Before joining the association, she was working towards her master's degree in health policy at the University of North Carolina at Chapel Hill. While continuing her education, Rachel showed community members how to obtain health insurance as Certified Application Counselor in a student-run clinic. Before that, she helped stop the spread of COVID-19 as a case investigator at a local health department. She obtained her bachelor's degree in public health from the University of South Florida.

(CAPTE-DPWPT-June2026) This workshop is designed to assist physical therapist education program administrators, program directors, faculty, and reviewers to obtain information about the Commission on Accreditation in Physical Therapy Education’s (CAPTE’s) expectations for compliance with the 2024 Standards and Required Elements for Physical Therapist Assistant Education Programs, prepare an Application for Candidacy, and undergo a successful programmatic review.
The workshop includes an overview of the accreditation process, an introduction to CAPTE, how to use the CAPTE portal, preparing for the on-site visit, CAPTE’s expectations relevant to the Standards & Required Elements, and the required evidence of compliance. This workshop focuses on information essential for institutions developing a physical therapist assistant education program. Information is provided on:
- Developing a relationship with CAPTE/staff.
- Demonstrating institution’s commitment to development of a quality program.
- Showing good planning with readiness for matriculation as early as 3 weeks after CAPTE decision to grant Candidacy.
- Setting high expectations upfront, protecting students, and increasing the chances for a positive accreditation decision.
- The purposes and processes of accreditation.
- How to develop a Self-Study Report that accurately reflects all program activities.
- How to use the CAPTE portal to submit application for candidacy materials and submission of the institutional response after the on-site visit.
Learning Objectives: After completing this workshop, participants will be able to:
- Describe the purposes of specialized programmatic accreditation.
- Identify the individuals involved in the self-study process.
- Identify pre-accreditation and accreditation activities.
- Describe the self-study process.
- Navigate the CAPTE portal.

A board-certified clinical specialist in geriatric physical therapy, she has lectured and written many articles on topics related to physical therapy and the older adult. She has spent the majority of her career in post-acute care and long-term care settings and has more than 36 years of experience as a physical therapist. Her professional activities include serving as a member of the National Quality Partnership Opioid Stewardship Steering Committee, co-leader of the NQF Opioid Stewardship Member Workgroup, APTA appointee to the NDHI Opioid Crisis Workgroup, APTA appointee to the National Quality Partnership Opioid Stewardship Action Team, Member of the Centers for Medicare and Medicaid Services’ Technical Expert Panel for Skilled Nursing Alternative Payment Systems, Appointee to the National Quality Forum (NQF) for Long Term Care Quality Measures, Member of the Steering Committee for NQF's National Voluntary Consensus Standards for Nursing Home Project, and representative of the Coalition of Rehab Therapy Organizations’ Joint Commission’s Long Term Care Professional and Technical Advisory Committee.

She remains a treating clinician in the outpatient setting. Prior to that she was the supervisor of physical therapist and occupational therapist services for Kaiser Permanente Mid Atlantic. She has been an APTA member since she was a student. She also is a certified kinesio taping practitioner.

Course Level: IntermediateArbitrary and capricious denials are on the rise – both at the prior authorization and post-service stages. Payers know that providers will stop asking for visits if they can make prior authorization administratively burdensome enough. However, filing appeals doesn’t have to be time-consuming. And when a critical mass of PTs embrace pushing appeals to the independent review level, it is very costly to the Payer and can make the Payer change their utilization review practices. This session will educate PTs and admins on the appeal laws that apply to commercial plans and Medicare Advantage Plans and how to use those laws to change payer business practices. Template appeal letters and sample policies and procedures will be provided to make appeals easy. We will also discuss how to file complaints with insurance regulators and CMS and get patients involved in the process. It’s time to get a critical mass of PTs involved in pushing appeals to the independent external review level if we are going to change payer conduct!
Upon completion of this course, you will be able to:
• Understand the appeals laws and procedures under Medicare and the Affordable Care Act that apply to all commercial payers (fully insured and self-insured health plans) in every state.
• Know how to implement the right strategies for each level of appeal according to what laws apply, so the appeals process can be efficient and easy.
• Know how to set up appeal templates for the most common types of appeals to make the process easy.
