Throughout the year, APTA's regulatory staff will provide regular updates on federal rulemaking impacting policy and payment for both outpatient providers (Medicare Physician Fee Schedule) and institutional, post-acute care providers (home health agencies, skilled nursing facilities, inpatient rehabilitation facilities, and long-term care hospitals). APTA will cover both proposed and final rules, and may address other nonrecurring federal rules that impact physical therapists.
And on the commercial payer front, you’ll receive regular roundups of significant updates to private payer policies, including changes at both national and regional levels.

Kate advocates to federal regulators and private insurers on policy issues affecting PT, and communicates important policy updates to members. Before joining APTA in 2018, she was a regulatory analyst with Centene Corporation, focusing on Affordable Care Act-compliant health care products. Prior to that, she was the ACA officer at the Illinois Department of Insurance, where she assisted the director in creating and implementing policies. She received her bachelor’s degree in English from Oklahoma State University and her law degree from DePaul University College of Law. She is a member of the Illinois Bar.

Andrew Amari, JD is a specialist within APTA's Health Policy and Payment Unit, advocating on regulatory policy issues affecting physical therapists in a variety of practice settings. Before joining the association in March 2022, Andrew was a regulatory analyst at the Association of American Medical Colleges, focusing on hospital payment and graduate medical education policy issues. Andrew received a bachelor's degree in Psychology from Wake Forest University and a JD from the University of Wisconsin School of Law. He is a member of the Wisconsin Bar.
Rachel Miller, MPH
Specialist, Health Policy and Payment
Rachel Miller, MPH is a health policy and payment specialist within APTA's Health Policy and Payment Unit as of August 2022. Rachel advocates to federal regulators on policy issues that affect the physical therapy profession. Before joining the association, she was working towards her master's degree in health policy at the University of North Carolina at Chapel Hill. While continuing her education, Rachel showed community members how to obtain health insurance as Certified Application Counselor in a student-run clinic. Before that, she helped stop the spread of COVID-19 as a case investigator at a local health department. She obtained her bachelor's degree in public health from the University of South Florida.
Wanda Evans, PT, DPT, MHS
Sr. Specialist, Health Policy and Payment
Wanda K. Evans, PT, DPT, MHS, is a senior payment specialist at APTA. Her responsibilities include communicating with members and insurers on inquiries regarding third-party, billing, CPT coding, and payment policies; providing resources in policy development; monitoring trends; and assisting in association efforts to advance payment policies. She remains a treating clinician in the outpatient setting. Before joining APTA, she was the clinical documentation and utilization review coordinator for Medstar National Rehabilitation Hospital Network. Prior to that she was the supervisor of physical therapist and occupational therapist services for Kaiser Permanente Mid Atlantic. She has been an APTA member since she was a student. She received her bachelor of physical therapy and doctor of physical therapy degrees from Howard University, and a master of health science degree in orthopedic and sports physical therapy from the University of Indianapolis. She also is a certified kinesio taping practitioner.
Alice Bell, PT, DPT
Sr. Specialist, Health Policy and Payment
Alice is on staff as senior payment specialist in the Payment and Practice Management Department of the APTA. She received a bachelor’s degree in physical therapy from Northeastern University in Boston, MA and a doctor of physical therapy degree from the University of Montana. Her specialties include integrated care delivery models, post-acute care, and long-term care. A board-certified clinical specialist in geriatric physical therapy, she has lectured and written many articles on topics related to physical therapy and the older adult. She has spent the majority of her career in post-acute care and long-term care settings and has more than 36 years of experience as a physical therapist. Her professional activities include serving as a member of the National Quality Partnership Opioid Stewardship Steering Committee, co-leader of the NQF Opioid Stewardship Member Workgroup, APTA appointee to the NDHI Opioid Crisis Workgroup, APTA appointee to the National Quality Partnership Opioid Stewardship Action Team, Member of the Centers for Medicare and Medicaid Services’ Technical Expert Panel for Skilled Nursing Alternative Payment Systems, Appointee to the National Quality Forum (NQF) for Long Term Care Quality Measures, Member of the Steering Committee for NQF's National Voluntary Consensus Standards for Nursing Home Project, and representative of the Coalition of Rehab Therapy Organizations’ Joint Commission’s Long Term Care Professional and Technical Advisory Committee.

Rachel advocates to federal regulators on policy issues that affect the physical therapy profession. Before joining the association, she was working towards her master's degree in health policy at the University of North Carolina at Chapel Hill. While continuing her education, Rachel showed community members how to obtain health insurance as Certified Application Counselor in a student-run clinic. Before that, she helped stop the spread of COVID-19 as a case investigator at a local health department. She obtained her bachelor's degree in public health from the University of South Florida.
Wanda Evans, PT, DPT, MHS
Sr. Specialist, Health Policy and Payment
Wanda K. Evans, PT, DPT, MHS, is a senior payment specialist at APTA. Her responsibilities include communicating with members and insurers on inquiries regarding third-party, billing, CPT coding, and payment policies; providing resources in policy development; monitoring trends; and assisting in association efforts to advance payment policies. She remains a treating clinician in the outpatient setting. Before joining APTA, she was the clinical documentation and utilization review coordinator for Medstar National Rehabilitation Hospital Network. Prior to that she was the supervisor of physical therapist and occupational therapist services for Kaiser Permanente Mid Atlantic. She has been an APTA member since she was a student. She received her bachelor of physical therapy and doctor of physical therapy degrees from Howard University, and a master of health science degree in orthopedic and sports physical therapy from the University of Indianapolis. She also is a certified kinesio taping practitioner.
Alice Bell, PT, DPT
Sr. Specialist, Health Policy and Payment
Alice is on staff as senior payment specialist in the Payment and Practice Management Department of the APTA. She received a bachelor’s degree in physical therapy from Northeastern University in Boston, MA and a doctor of physical therapy degree from the University of Montana. Her specialties include integrated care delivery models, post-acute care, and long-term care. A board-certified clinical specialist in geriatric physical therapy, she has lectured and written many articles on topics related to physical therapy and the older adult. She has spent the majority of her career in post-acute care and long-term care settings and has more than 36 years of experience as a physical therapist. Her professional activities include serving as a member of the National Quality Partnership Opioid Stewardship Steering Committee, co-leader of the NQF Opioid Stewardship Member Workgroup, APTA appointee to the NDHI Opioid Crisis Workgroup, APTA appointee to the National Quality Partnership Opioid Stewardship Action Team, Member of the Centers for Medicare and Medicaid Services’ Technical Expert Panel for Skilled Nursing Alternative Payment Systems, Appointee to the National Quality Forum (NQF) for Long Term Care Quality Measures, Member of the Steering Committee for NQF's National Voluntary Consensus Standards for Nursing Home Project, and representative of the Coalition of Rehab Therapy Organizations’ Joint Commission’s Long Term Care Professional and Technical Advisory Committee.

Dr. Thigpen is Senior Vice President – Clinical Excellence for ATI Physical Therapy, providing clinical leadership over quality, provider development and care delivery with a focus on improving safety, care outcomes, patient engagement and operational excellence. With ATI for more than seven years, Chuck will leverage his expertise in clinical services, research and care delivery to elevate all the services across the ATI platform and positively impact the musculoskeletal (MSK) landscape.
Dr. Thigpen holds adjunct appointments with Duke University Department of Orthopaedics, Division of Physical Therapy, University of South Carolina Department of Physical Therapy, and Clemson University Bioengineering. Chuck completed his PhD in Human Movement Science from the University of North Carolina-Chapel Hill in 2006. He completed a M.S. in Human Movement Science with a concentration in Orthopedic and Sports Physical Therapy from UNC in May of 2003. He earned his B.S. in Physical Therapy from East Tennessee State University in 1997. Chuck played football at the University of Tennessee-Chattanooga in 1991-92 before becoming a student athletic trainer through 1995.
Today he leads the analysis and benchmarking for ATI’s Patient Outcomes Registry, the largest in physical therapy with over 2.5 million individual patient episodes. He has been funded by the MIT research endeavor (MITRE) and Foundation for Physical Therapy for health innovation in development of clinical pathways for orthopaedic related pain. He has over 75 peer-reviewed scientific papers published in leading scientific journals including Journal of Bone and Joint Surgery, American Journal of Sports Medicine, Journal of Shoulder and Elbow Surgery, Journal of Orthopedic and Sports Physical Therapy, and British Journal of Sports Medicine and his work has been cited more than 1000 times.
Thigpen is a NATABOC certified athletic trainer and a member of the National Athletic Trainer’s Association, American Academy of Orthopaedics and Sports Physical Therapy, American Shoulder and Elbow Society, American Society of Shoulder and Elbow Surgeons, and The ICCUS Society for Sports Rehabilitation. He served as the research chair for the American Academy of Sports Physical Therapy from 2012-2018 and as President of the American Society of Shoulder and Elbow Therapists from 2010-12. Dr. Thigpen received the 2008 Founders award for service to the American Society of Shoulder and Elbow Therapists. In 2012, he was awarded the APTA Sports Section’s “Lynn Wallace Award for Clinical Education and Mentoring” in recognition of his contributions to sports physical therapy in the areas of teaching and mentoring. In 2015, Thigpen was inducted as an inaugural member of the East Tennessee State University’s College of Clinical and Rehabilitative Health Sciences Alumni Hall of Fame. Last year, he won the Excellence in Sports PT Research Award from the American Academy of Sports Physical Therapy at the annual American Physical Therapy Association’s Combined Sections Meeting.
Erin Owen, PhD, MPH

Dr. Erin Owen leads Mend Lab’s clinical research in nutripharma and digital behavioral health. Serving most recently as the Executive Director of the Slocum Research and Education Foundation, Erin has been at the forefront of clinical research in orthopedic joint replacement, trauma, and sports medicine. She is one of the investigators who originated and advanced the now, well-established body of science on the benefits of essential amino acid supplementation for patients undergoing joint replacement surgery.
Erin earned her doctorate in Public Health, in the area of Health Policy, from Oregon State University in 2017, an MPH in Epidemiology from San Diego State University in 2004, and a Bachelor of Science in Health Sciences from Linfield College in 2002. She has previously held academic appointments at University of Oregon and Oregon State University, as well as a Visiting Scientist position at Oregon Health & Science University.
Kim Biedermann, Ph.D
Kim Biedermann, Ph.D, is a R&D Healthcare senior executive with extensive experience in preventative healthcare, nutritional science, and biotechnology. She has led product development and clinical teams to commercialize innovative product pipelines at top Fortune 500 companies, including P&G, GSK and Pfizer Consumer Healthcare. A recognized technical expert, she is an inventor of 35+ patents, and author of 40+ scientific publications. She is currently the interim Chief Science Officer for Mend Nutrition Inc.
